Program Comparison Highlights
Institutional Structure: The Dalhousie MPA is taught by the School of Public Administration within the Faculty of Management.
Curriculum Design: With an 18-course degree, the Dalhousie MPA has one of the higher course requirements among the MPP/MPA programs. Our PEACO calculations below suggest that typical students take about 59% of their course work in policy-oriented subjects and 41% in management-oriented subjects. Typical students take about 15% of their course work in subjects with high math-economics content. This places the Dalhousie MPA in the “high course requirement, management-oriented, lower math-economics content” curricular type, along with such programs as the Melbourne MPPM and the Manitoba-Winnipeg MPA (see MPP/MPA Curricular Types). The Dalhousie MPA has a relatively high proportion of required courses and a high proportion of courses taught within the school. The competency gap analysis below suggests that a Dalhousie MPA student taking the required courses and a random selection of listed electives would, on average, graduate with approximately 22 course-weeks of shortfall in the core-competency subject matter identified in MPP/MPA Core Competencies. This is one of the lowest shortfalls of any program we have reviewed. The 22 course-weeks include: 6 in Ethics, Rights and Accountability; 5 in Leadership Skills; and 3 each in Communication Skills and Environment and Sustainability. On the other hand, this student would graduate with well over the minimum competency requirements in Policy and Management Analysis, and particularly in Information and Technology Management.

MPA: The Master of Public Administration degree is a two-year full-time course of study (total of 18 one-semester courses); it can also be completed part-time over a maximum of 6 years.
MPA (M): The Master of Public Administration (Management) is a 14 one-semester course, part-time-study, blend of online and face-to-face, degree designed for students with at least five years of professional and relevant workplace experience. Program partners include the Department of National Defence, the Institute of Public Administration of Canada, and the Canada School of Public Service (at http://www.dal.ca/academics/programs/graduate/public-administration-management/program-overview.html) .
MPA/MLIS: The Master of Library Information Sciences/Master of Public Administration combined degree is a three-year full-time course of study (total of 27 one-semester courses) leading to the degrees Master of Library and Information Studies (MLIS) and Master of Public Administration (MPA). A total of 12 one-semester MLIS courses and 15 one-semester MPA courses is needed to complete the MLIS/MPA program (at http://www.dal.ca/academics/programs/graduate/mlis/program-details/mlis-mpa.html accessed 18 November 2013).
MPA/JD: The combined MPA-JD program is a four-year regime designed for students who intend to practice law but would like to acquire a background in public administration before doing so or for students who are interested in a public service career in departments or agencies where a knowledge of the law is desirable as a requirement for career placement and/or advancement (at http://spa.management.dal.ca/Programs/MPA_JD/).
Outside the School of Public Administration, the most strongly related degrees are those delivered by three of the other units within the Faculty of Management: Rowe School of Business (MBA), the School of Information Management (MIM), and School for Resource and Environmental Studies (MES and MREM), and the Faculty of Law. Other units delivering related graduate education include the Department of Economics (MA, Master of Development Economics, PhD) in the Faculty of Science, the Department of Political Science (MA, PhD) and the Department of International Development Studies (MA) in the Faculty of Arts and Social Sciences, and the Faculty of Health Professions (MHA).
